Rules Governing Narcotics Detecting Teams
General Rules
1. This is a certification test.
2. No pseudo narcotics may be used for this test.
3. Ail drugs used In this test must be certified as to weight and purity. It will be the host agencies responsibility to provide this information upon request.
4. No electrical devices such as a shock collar or dummy collar will be allowed on the dog during the test.
5. There will be a minimum of three Judges for detection certification. The minimum requirement for the Chief Judge will be a U.S.P.C..A. Level 11 Trainer. Two Regional Certified Detector Judges or two technically qualified U.S.P.C.A evaluators also may be used. Minimum qualifications for a detector evaluator are, a detector dog trainer, or must be a detector dog handler for at least three years, must have certified U.S.P.C..A two out of the three years and has noviced one detector dog certification trial. If the above criteria cannot be met then the Chief Judge will select the most qualified individuals to judge. All judges must be a regular or associate members.
6. The Chief Judge shall be responsible for the fair and equal method of testing for all handlers.
7. Certification shall be valid for one year from the date of certification.
8. Certification/recertification test will be offered by the region at least once each calendar year and must be approved by that region or district executive board.
9. The detection test will consist of two (2) parts. vehicles and the interiors of buildings. There will be a total of four (4) hides. One must be a soft narcotic, marijuana. hashish, or any certified derivative. The remaining three (3) hides will be at least two (2) different hard narcotics, cocaine. heroin, or any certified derivative. Based on availability the Chief Judge will decide which three (3) hard narcotics will be used.
10. Minimum of five grams will be used on the hides. If the same substance is to be used for any of the other finds, the amount then will be doubled (5 grams doubled equals 10 grams, 8 grams doubled equals 16 grams, etc.).
11. me narcotics will be concealed thirty (30) minutes before the first team entering the search area.
12. When the test begins, the number of people inside the search area will be determined by the Chief Judge.
13. The search area will be contaminated by a handler and dog before starting. The handler will touch the vehicles and wails of the buildings interior. Contaminated vehicles will be cleaned at the discretion of the Chief Judge or their designees.
14. Both the indoor and outdoor test will be timed in the following manner. The team starts from a point designated by the Senior Judge or his/her designees. Time will art when the team leaves this point. Time will stop when the handler indicates the search is complete or time expires.
15. There shall be no unnecessary delays by either judges or handlers. Each handler will be familiar with these rules before the commencement of the test.
16. Handlers having already been tested shall not converse with those who have not yet been tested.
17. An indications by the dog must be obvious to the judges and the handlers call should be as specific as possible.
18. The narcotic will be placed with the dual purpose of (1) BEING IN A PRACTICAL LOCATION, AND (2) Testing the DOGS ABILITY TO LOCATE THE narcotic substance.
19. There will be no narcotic contaminated rewards during certification.
20. Two (2) articles containing scent other than narcotics will be placed in the test areas. It will be at the discretion of the judges about their placement. These articles will be placed at the same time as the narcotic finds.
21. This test has a value of 200 points. To certify each handler will have to attain 7096 (140 points).
OUTDOOR SEARCH
1. Five (5) vehicles shall be used. The vehicles may be of any type or model and may include automobiles. trucks, buses. airplanes, boats, etc.
2. The vehicles may be placed in any order or position as long as the teams have access to them.
3. The narcotics will be placed so as not to be retrieved by the dog.
4. The narcotics will be placed either on the outside or inside the vehicle.
5. No two hides will be placed on the same vehicle.
6. There will be a ten (10) minute time limit with a two (2) minute warning on the vehicle search.
INDOOR SEARCH
1. The indoor search will consist of three rooms. Each room will be a minimum of 400 square feet. There will be a time limit of one and one half minutes (1.5) per 100 square feet.
2. The rooms must be furnished.
3. There will be two (2) hides contained within the three rooms, with no more than on (1) find in each room.
4. The narcotics will be place so as not to be retrieved by the dogs.
5. The narcotics will be placed at any height below the standard eight (8) foot ceiling height.
6. There will be a two (2) minute warning before time expiring for the exercise. At the expiration of time. the handler must call his finds.
7. The handler can use their allotted time to search any of the rooms, at their discretion. The individual keeping time will stop time allowing the judges and handler to move from one room to the next. Time will start when the team resumes the search.
