Hi, Yusuf,
I urge you to read this thread, because even if he doesn't have a fluid-filled hygroma, there isn't a good way to give this sore a way to heal without protection, and this thread addresses that.

Unless you mean a tiny thing, but even then, ointment is not going to help unless the contact is broken.
You could also cover all the cement with pads, but is that practical? One way or the other, I'd want to get something between the dog and the cement, whether the "something" is on the cement or on the dog.
