I live in California and there is a mandatory spay/ neuter for all animals who are adopted from shelters and rescues in the county I live in.

This is one way to help control the over population of dogs but there are thousands of dogs who's owners are breeding as a way to make a fast buck in a bad economy.

I feel that dog lovers should figure out a way to get control over the situation before the anti breeders get a law passed that will regulate the professional responsible breeders.

As we all know that any law that may pass will still not control the back yard breeders who already have no concern for the problem.

I thought of something that would "track" the litters. Each person who owns a dog who they are breeding will need to get a "Litter Id"

Then when the litter is born, each puppy is assigned a number. Example: Litter Id is ABC and there are 4 pups, ABC1, ABC2, ABC3, ABC4.

The litter Id will stay with the puppy for it's entire life.

The way it will work is by having the entire community work with each other to report/ track each litter.

When a person takes their dog to the vet, he should ask for the id, in order to post an ad to sell puppies; you need the id, for licensing, training, walking.. all will need the puppy id.

If you see your neighbor's dog is going to have puppies, go online to the "Puppy Id" web site and enter the address where the dog lives and what ever other info you have. (owner name, dog breed and so on)

(the "report" area will not give data back, like if the dog's litter is already reported, due to a persons privacy)

A dog owner can "log in" to enter info on who they sold each puppy to and make other updates.

A person who buys a puppy will use the puppy id to enter their info as the new puppy owner.

The idea is to make the "system or program" (what ever is a better name to call it") easy to get info into. So any person who sees or knows of a dog having puppies can get the info into the data base and to make it more difficult for the back yard breeders to sell their puppies. (by requiring a valid litter id to post in the paper that they have the pups for sale)

If buyers are required to have a puppy id to license, get medical care, train or board they will be sure the dog has one when they buy it.

(kind of like you don't buy a gun or a car with the serial or vin number missing)

The litter id numbers are issued according to set guidelines, it could be by breed, or by dog owner, by neighbor hood.. there are several options that could be used.

Anyway, that's a basic rundown of my thoughts. Does anybody think somthing like that would be possible? Or would work?

I apologize if this is the wrong forum, as it is not directly about any law, but I felt it could be sort of political.

As a shelter volunteer I understand the frustration. However the idea you propose is massively over reaching by government. People wouldn't stand for it and I'd be with them on it. Dogs are when you get down to the nuts and bolts of it all property and governed by property guidelines which are none of anyone's business but the property owner.

It sucks for people who do things responsibly to have a flood of byb bred puppies on the market but the only thing that will change that situation is education on how little money is in raising dogs, emphasis by the consumer on puppies bred and raised the right way, and breeder responsibility.
