This is one of those GSD-related issues that I get lots of questions about. If he's been rehearsing the whining for an extended period of time then it may be very hard to fix. If he was my dog, he'd spend a LOT of time in the crate in the vehicle-even if we weren't going anywhere. He likely anticipates SOMETHING happening so he whines. Many times the dogs don't even realize they are doing it, it becomes an involuntary reaction to certain situations.
I'd also put him in the crate and drive him around and then take him back home. Make sure he's calm and quiet before you let him out.
Don't just take him in the car when he gets to go somewhere fun like for a hike or that can be stressful like the vet.
Another option would be to give him a correction with a remote collar. This may or may not work but if nothing else helps it's something to consider. If you are going to professional trainers have you mentioned this to them?
