Raising two puppies simultaneously is very challenging, even if the puppies get along. I would recommend separating them so they can't continue this. It's a lot of work to give 2 puppies the kind of individual attention and training they need.
We have some good puppy-raising material, we advise you to set each puppy up in their own area and work with them individually until you have them both trained. If you can't separate them then it's going to be very difficult
I've linked the videos on how we raise puppies below this message. It would be a good idea to get some help from an experienced puppy trainer in person as well.
