This is a tough issue but one of my friends who is a long-distance cyclist has been known to carry an extra bike helmet with him on a tether and he'll aim it at the dog and throw it or swing it at them. Most dogs don't expect any opposition at all and he said that once he did that many of the dogs that would regularly chase him would think better of it next time. You may need to whack them with it to make an impression.
We also offer a hiking stick that has a stun gun feature, which may be something you can carry with you that could ward off a dog. it telescopes down into a portable size and often just the sound of the stun gun will scare dogs away.
