14 weeks is much too soon to expect a reliable recall off-leash. I never have my puppies off leash in a distracting environment at such a young age.

I keep a lightweight, long line on my puppies 100% of the time outside even if they are perfect with a recall inside the house. You want to create habits that stick with the pup for a lifetime and by not rewarding the recall or taking the leash off too soon you will undermine that process.
