Dummy collars look and weigh the same as a normal electric collar. The proper way to use and train with an e-collar is to condition the dog to wearing it before stimulation is used. The goal being that the simple act of putting the collar on does not mean anything to the dog. This is done during a two-week period where the handler puts the collar on and takes it off a couple of times a day. It is rotated with the prong collar, the e-collar and the normal leather collar. It is critical to good training that the dog does not recognize the collar going on as training and then only mind when its on.
