My two cents in reference to Domestic Disturbances and the use of a K-9.
Disclaimer: I am an Air Force Security Policeman (SP). I've spent the past 3 years around our Military Working Dogs - which, granted, while the military's K9 program needs work, we've also produced some of the finest Police Service Dogs I've seen. I'm also currently at the DoD's Dog Handler course. My opinions are based on Air Force/Department of Defense guidlines, school lessons, actual experiences, and personal thoughts.
That being said...here I go...
Dogs at a Domestic Disturbance can be more of a problem than it's worth. Don't get me wrong, the dog can be a great thing...however not in the middle of argueing/fighting spouses.
Whenever I've responded to a Domestic and a K9 team was actually on duty and available, the team usually parks down the block and waits as a back-up force in case the stuff hits the fan. I believe this is a great idea. It gives us the dog as backup in case someone decides to flee or get froggy or such, but keeps the dog out of the public eye - especially that of the suspects.
The psychological affect that a dog has on a suspect can immediately backfire on you the moment an enraged spouse sees the dog.
Hell, these people are experts on dogs, experts on cops, they've seen every single COPS show ever produced, and have "When Police K-9's Attack!" recorded on tape :rolleyes: So of course, the first thought that occours when they see the dog is "Dog's gonna bite my husband!!". Keep in mind that the husband just got finished beating the woman within an inch of her life because the house wasn't cleaned or some such crap, but she's ready to defend him with her life.
So what happens? Instead of the dog on scene calming things down with their presence, it backfires and tosses gasoline on an already smoldering flame. Not a good thing. Then you're up a creek without your paddle.
Gang activity is a different story - when not associated with a Domestic Disturbance. In the past we haven't hesitated to bring the dogs in, and I think this is good. Gangbanger punkass scum don't understand anything but their impression of power (which is usually based on violence & reputation).
Now they see the dog. Again, they KNOW what these dogs can do (to an extent). They KNOW these dogs can, and will, bite them. The dogs aren't like cops - they can't be bribed, they can't be intimidated, they can't be threatened. The dogs will bite them, and it will HURT.
In my honest opinion, its more of a genes thing - its been in our genes for hundreds of thousands (if not millions) of years that dogs hurt, from the wild dogs that were first domesticated, to the dogs used in warefare (i.e. Romans and the such), to the "war dogs" of today - the police K-9. It's human nature to try to avoid them, and mayhaps be a bit intimidated by them.
So again, back to the Gangbanger thing. They see the dog, and know they can't run. They can try to shoot one, but damn that's hard to do, and then Mr. 5-O will get pretty PO'ed and want them even more. So their choices are pretty slim. They know the dog isn't gonna play. So thus, the psychological advantage that the dog usually enjoys comes into play, in contrast to the Domestic Disturbance situations where that advantage is a disadvantage.
