Registered pups sure but there aren't enough inspectors to check out the registered kennels and the only way they can check the unregistered kennels is if and when someone makes a complaint against the kennel. In most cases it's the State Ag dept that inspects kennels. Again, if they aren't registered it will depend on complaints towards the breeders THEN they need more inspectors there also. It can be one big crazy circle. Like gun control. Lets add more regulations but don't enforce the ones in existence. More manpower! old dogs LOVE to learn new tricks
