I was in conversion the other day with a Customs dog handler and was asked about the Cert. PSP I have a understanding about the requirments to pass the exams, but what does one have to do say to go from handler to judge like Kevin Sheldaul (spelling?) Where can this be accomplished at, and who recordes this and rather oversee's this?
Michael, most organizations, such as USPCA, NPWDA etc have specific requirements for becoming a judge. Some of the requirements are: so many consecutive years as a member, handler etc. In addition some require that you have trained dogs that have gone through that organizations certification trials. Some Police departments have thier own certification, based on POST requirements, department manuals and general orders. Some trainers just decide they want to be a judge, and form their own judging forum.

PSP (polizeispurhundprufung) is the examination used by the state of Northrhine-Westfalia.
A judges license must be obtained showing a chain of certification that reaches the organization presenting this title (in this case it is through the chairperson of the International Congress on Police Service Dogs).
This would be done via a certification awarded from a teaching judge.
This would be done either at the school in Stukkenbrock or it can be done through the Utah Police Academy which is audited by the chairperson of the ICPSD.
The usual course of events is to first go through a 9 week handler course, then a year or two later a 9 week instructor course, then a year or two later a 9 week judges course. There are practical and written examinations throughout the levels.

To be a Judge you must be full time paid LEO in the position of certifying dogs for your government entity.
Technically speaking once you retire you loose your judges lic. although there seems to be exceptions for noted authorities in the field.
I have never heard of anyone obtaining a judges lic. once retired.
