Base of tail: the #1 classic flea geography (also along the backbone)
Random biting or nipping at a classic flea area: snapping at a flea that is biting him
Some flea info: http://leerburg.com/webboard/thread.php?topic_id=29702&page=3#341110
Also, I'm going to guess that THANK GOODNESS your dog is not showing signs of flea saliva allergy (flea hypersensitivity, fleabite dermatitis, many names). It can develop with repeated exposure, but the crazed itching and the itching at sites not directly being bitten .... not reading that. Again, THANK GOODNESS.
(Dogs do lick the genital area. Based on the info so far, I'd probably discount that completely as being involved in the itchies here.)

What would the signs of having an allergy to these guys be?
Thanks for the info... I've never really dealt with a flea problem before. So I'm assuming there is a good chance they are in the house? Do they spread easily? He is only in the living room and kitchen area 90% of the time...kitchen is linoleum and living room where the crate and xpen is carpet.. Oh and the back area of the car too I guess.... How do you rid the house of these guys?

There are many threads here about battling fleas ... I can link you to a couple later.
A flea allergy, as mentioned, might include "crazed itching, and itching at sites not directly being bitten," as well as inflamed paws, ear infections (it's always important to check regularly, preferably using a small flashlight, inside the ears of any dog with any allergy), sleep interrupted by itching, breaking skin by scratching, skin inflammation and sores, secondary bacterial and/or yeast infections, etc.

Okay, we'll I put on advantix (the original, not the II) about a week ago and he is still nipping and scratching. Is the Advantix II that much better? I've always used it for ticks and it works awesome, but apparently not so much for fleas...unless its just because its an older version.
I went to a local pet store today and asked them and she gave me a sample of "lumino diatomaceous earth for pets" to try. I'll do a search as I think I remember seeing something about this stuff on here.
Another thing is he has been shaking his head a bit also. This could be a sign of an allergic reaction correct? Man I hope not. Stupid fleas. I looked in his ears, and they look normal, or at least what I think is normal. I don't have a whole lot of experience with ear infections, none actually. What are some things to look for or dead giveaway signs? Maybe time for a new topic on that...

I like diatomaceous earth. I scatter it throughout my cupboards and all along the baseboards. The pet version is probably overpriced for the amount you get. I got a 5 lb bag for the garden a few years ago and I'm not even 1/4 of the way through it. I use an old parmesan can to distribute it but you're supposed to use it a lot thinner than I do supposedly to avoid respiratory issues that could come from breathing a big clump of it. I just explain to the condo inspector why it looks like I've spilled flour everywhere.
Diatomaceous earth isn't an instant fix like a chemical insecticide is.

Is the Advantix II that much better?
It uses an additional ingredient to also prevent eggs and larva from maturing into adults.

Hey Mychal, I just started my own flea battle. I was wondering if you resolved yours and if you had a timeline of how long it took to improve? I just did the Advantix II, bath, and washing everything-in-sight thing and will be doing a few more measures. But I just did washing things yesterday and I still have itchy dog so wondering how long I have to wait. :-)

Is he itchy on base of tail or shins, etc., or is it his inflamed paws?
Don't forget about vacuuming all furniture and carpets several times, and getting rid of bag outdoors.
Then more vacuuming for the hatched larvae.
And frequent checking of the area the dog is scratching, for actual fleas.
BTW, keep looking inside his ears (flashlight) for any inflammation.

We have been vacuuming almost daily and using a yard spray outside which has helped with other yard pests for sure. Doing the advantix II every three weeks. Bathing once a week.
He is still nipping and biting at his tail....now some hair at the end of his tail is missing and notice him chewing at each side of his rear still. Licking his genitile area still.
Did the white sheet test a few times this morning and didn't find a flea. Tried rubbing with D.E.., didn't seem to help. Haven't sprinkled the entir carpet though.
Just read about using Borax on another post may try that now.
Btw, ears still seem ok , still some random shaking, but he lets me looks there now, meaning it must feel better as he put up a good fight before.
