Some pretty restrictive proposals going on out there. And all riddled with such subjective language. I didn't get through all of them yet but this one caught my attention:
The sale of dogs and cats by a breeder, kennel or pet dealer may only take place at the licensed premises of the entity.
Would that mean no more of these internet sales that you hear so much about? And if you were selling to someone from another country, they would physically have to come to a kennel to purchase the dog?
I'm probably way off but that's kind of how it reads to me.

That sounds like one of the clauses for Pasco County Florida. I had really looked at that one as I use to live in that county.
That's an interesting conclusion CJ and one I didn't make. Since most contracts dictate the breeder's county as the county of venue I wonder if that would be enough to get around that law?
I know breeders that ship dogs or meet people off their premises to hand over a puppy. I know in a couple of instances it is because they really don't want the people to see how the pups are raised.
And on the other hand if I was single I would be a lot more cautious about inviting people into my home then I am now.
Yeah interesting how these things can open to different interpretations. I understand what you're saying though and it makes sense.
With all the licencing they're looking at I suppose they would need to be associated with an address and "premise of entity" sounded quite "fixed". As in fixed address.
But yes, very interesting indeed, to see what these people, jurisdictions, whoever they are, are proposing.

Now I want an attorney's opinion on that clause. ROFL
I'm going to go back through some archives in the newspaper and see if I can find out what was behind the proposed bill. Until a couple of years ago I had a part time home and still worked in that county and they had very few laws regarding animal ownership.
There wasn't even a limit on the amount of animals you could own in a residential area. Most of the subdivisions there had postage stamp size lots as they were originally built and marketed to retiree's.
"An82 4-8-6.2.
83 No person shall in any area zoned for residential use engage in the business of training
84 dogs to attack humans or maintain dogs which are being trained to attack humans unless
85 such use is expressly permitted under the applicable zoning regulations in effect for such
86 residential area."
Legally is attack training the same as protection or even schutzhund? I'm assuming maintaining dogs would include owning them so if you have a titled dog you can not live in a residential area?
And totally the way I saw it. From the videos I've seen and apparently what's supposed to be appropriate for sport dogs, they're simply "engaging" sleeves and bite suits.
They must be talking about police dog training and then they would probably be "expressly permitted" where necessary.

What would worry me if it is passed as written is that is so vague I think it would really open the door to banning any sport with a bite work portion or dogs trained in personal protection.
I understand that even in Germany there is a movement to ban or limit the bite sports and I think some of the recent rule changes support that.
I mean you send your dog for a bite and you can't use the word bite as a command?
