Government officials must ensure all vendors are treated equitably, fairly and according to appropriate legal and contractual agreements. The 341st Training Squadron (341 TRS), Logistics Flight, Lackland AFB TX 78236-5631 is the official representative and point of contact (POC) between the government and the vendor, telephone 1-800-531-1066 (toll free) or (210) 671-3125. For blanket purchase agreement (BPA) purchases, no dogs will be accepted for evaluation unless a "call" (an order) has been placed with the vendor. BPA vendors should supply the number of dogs ordered and deliver those dogs on the dates requested. Vendors must notify the 341 TRS if they are unable to meet their commitments. Orders are generally placed 60 days in advance. Non-BPA holders may call anytime they have a dog to present for evaluation.
1.2. The entire consignment period, to include medical examinations and performance/behavior evaluations for all dogs being considered for the Military Working Dog (MWD) Program is 15 working days (Monday through Friday excluding holidays) from arrival date at Lackland AFB, Texas.
1.3. All dogs will be cared for in the same manner as government-owned dogs while at Lackland AFB.
1.4. To ensure proper identification, all dogs submitted for evaluation must have a collar with the dog's name affixed to the collar. The collar must be strong enough to restrain the dog. Upon arrival at LAFB or at a designated site, a computer microchip, for identification purposes, will be implanted in each dog evaluated by the 341 TRS.
1.5. Attitude and behavior of all dogs: All dogs must be generally alert, active, outgoing, curious, and confident. They must display basic socialization and tolerance to people.

1.5.2. Dogs will not be afraid, shy, or nervous around people.
1.5.3. An over-aggressive dog that is unable to work around people and other dogs or aggresses on handlers will not be considered for procurement.
1.5.4. Dogs that cannot be muzzled will not be considered for procurement.
1.5.5. Dogs that are difficult to crate or un-crate will not be considered for procurement.
1.5.6. Dogs that exhibit excessive panting, that is not due to heat or exercise, will not be considered for procurement.
1.5.7. Dogs will be observed inside of buildings with different types of floor surfaces, stairs, and other distracting features. Dogs that exhibit sensitivity or fear to such surroundings will not be considered for procurement.
1.5.8. Dogs that bite the leash and will not release on command may not be considered for procurement.
1.5.9. Dogs with low drive or dogs that do not have the desire to complete the task will not be considered for procurement.
1.5.10. Dogs introduced to or trained to detect drugs and later trained to detect explosives or vice versa will not be considered for procurement.
1.6. Dogs presented for purchase must successfully perform certain tasks and clearly demonstrate the potential to be trained to perform other tasks. Dogs will be evaluated on their ability to meet the standards set forth in this statement of work.
1.7. Transportation Arrangements
1.7.1. The US Government will be responsible for paying CONUS transportation costs for all dogs (outside a 200 mile radius) submitted for evaluation to the MWD program. The US Government will not incur any extra cost such as insurance on dogs. This will be the responsibility of the vendor. Vendors are responsible for the crating and shipping of each canine submitted for evaluation to the MWD Program, from their location to San Antonio, TX. Vendors will make reservations for dogs to arrive at the San Antonio International Airport not later than 4:00 PM, Monday through Thursday, unless other arrangements have been coordinated through the Logistics Flight, transportation section. Dogs will not be shipped so as to arrive on Friday, Saturday, Sunday or holidays. Vendors must contact the 341 TRS, transportation section, telephone (210) 671-3125 or 1-800-531-1066 (United States only), at least 24 hours before shipping the dog to San Antonio, TX. Vendors must instruct the freight agent to ship dogs collect (at government's expense). Consign shipment to 341 TRS/TTLM, 1239 Knight St. Lackland AFB, TX. 78236-5631. The US Government is responsible for paying CONUS transportation costs of all dogs rejected (outside a 200 mile radius), the first time, back to the vendor's location or to a destination of the vendor's choice if the cost of the alternate location is the same or lower than shipping the dog to its original destination. The US Government is responsible for paying all CONUS transportation costs for dogs submitted for evaluation to the MWD Program a second time, however, the vendor is responsible for paying all transportation costs of all dogs rejected a second or subsequent times.
1.7.2. Vendors will normally provide their own shipping crates. The crate (s) will be returned at government expense to owners not located in the San Antonio area, unless previous arrangements have been made with the vendor.
1.7.3. Vendors must also provide a copy of the certificate of rabies vaccination for each dog. This certificate facilitates processing if the dog is to be returned.

1.7.5. Vendors within a 200 mile radius must deliver dogs to Lackland AFB, TX at their expense. Before delivering dogs for evaluation, vendors must notify our Logistics Flight, Purchasing Agent, telephone number (210) 671-3125 or 1-800-566-1066, at least 24 hours in advance to schedule an appointment to deliver dogs. Vendors must provide the dog's name, breed and whelp date when calling the Logistics Flight and before delivering dogs to Lackland AFB, Texas. Any vendor who chooses to drive their dogs in for the evaluation must schedule an appointment and deliver their dogs for evaluation Monday through Thursday between the hours of 7:30 AM and 10:00 AM. Dogs eliminated from evaluation must be picked up within 48 hours of notification (2 workdays) Monday through Friday from 7:30 AM to 3:00 PM.
