How old is the pup... if the older dog isn't dog aggressive then I don't see why not, but it's impossible to say because every dog is different, there's no mathematical formula to determine whether dogs like eachother.
I'd put one of the dogs in a crate n let them sniff eachother thru the bars and check the reaction, but young pups are usually pretty easy to introduce to new things without them giving it a 2nd thought, it's the older dog I'd be more concerned about, but if she's not dog aggressive I don't see why she'd hate the pup.
I think initially they would be OK because most dogs are fairly tolerant of small puppies. However it seems that as the pup grows you would be very likely to have conflict when the GSD comes into adolescence. How much contact would the pup have with the other dog?
My GSD and Cairn Terrier get along fine and they are both females...I introduced them when my CT was 5 years old and as ornery as every and my GSD was 8 weeks. She doesn't take any gruff from the GSD and the GSD respects her for it. I should also note that my CT is not at all dog aggressive, so the introduction went fine, although I never left them alone unsupervised (still don't)
Two same sex dogs of different ages and sizes...my specialty. Not much fun when the little one has an attitude problem, which they seem to. It's not an issue until the GSD matures, or at least it wasn't in my case. When hormones and dominance set in, we had big problems. The little ones don't back down. Make sure the cairn is not permitted to harrass the GSD now, and hopefully, as the GSD matures, she'll not be aggressive toward the little terrier. Females may be better than males as far as territorial aggression, but I wouldn't take the chance. In my case it was always the little one starting S&*%, but eventually my GSD had enough. My advice would be to try it, but be VERY diligent in watching them at all times when they're together and separating them otherwise. You can't take a chance with a size difference like that, and little dogs don't seem to have any fear or common sense when it comes to their own safety.
