I can tell you that Billings, Montana is stiff competition for the worst city for dog training <img src="/ubbthreads/images/graemlins/grin.gif" alt="" /> Our informal (soon to be formal hopefully!) has 6 people in it - and that is including a now 10 year old and a 12 year old....

I would say that the south has a decided lead in having cities that meet the criteria that you listed. However, out here in the NW, I would say that the Portland, OR area and its vicinity has a sizeable dog contingency. There is 3 or 4 huge AKC all breed clubs that have a large group of dedicated obedience trainers and Schutzhund and ringsport scene seems to be well represented. While they don't really get snow, you get used to training in the rain <img src="/ubbthreads/images/graemlins/wink.gif" alt="" />
Largest concentration of serious SchH, Obedience, and Ring clubs.
Longest period of stable weather year round to allow max. time outdoors to train through the year.
Largest population of motivated dog trainers/ handlers to work with.
Who needs stable weather, it rains you train outside, it snows you train outside, its 20 below, still outside. I think we only moved inside 3 times the entire year, and then it was fun cause we got to do exercises up on ladders behind workbenches, etc with a group of people in close proximity. I don't think weather should be a factor because that excludes all of us north of the Mason Dixon line. <img src="/ubbthreads/images/graemlins/grin.gif" alt="" />
Richmond Has one Sch club, one in Northern VA, and one in the Tidewater area. Lots of Agility people and trainers as well. We train year round here but does require a little fortitude <img src="/ubbthreads/images/graemlins/grin.gif" alt="" /> We have one of the nicest SPCA facility located near the Richmond ball park http://www.richmondspca.org/site/PageServer
We have 8 petsmarts in the area so we have a lot of dog lovers in the area just not well informed <img src="/ubbthreads/images/graemlins/wink.gif" alt="" />

Unfortunately, most of the working dog sports take place in an outside environment, and cold weather usually brings higher winds which makes tracking training 2nd rate during the winter months.. Weather is a big factor in dog training, like it or not. <img src="/ubbthreads/images/graemlins/frown.gif" alt="" />
