The young dog constantly sniffs the older dogs butt. Older dog doesn't care and ignores it. Any ideas on what this means? Should I allow it?
BTW, the older dog never sniffs the young one.

Well, as you probably know, dogs get information this way, but in my dog experience, it's also a friendly sign - kind of the opposite of aggression, like a handshake.

I saw a cartoon once, showing two big burly dogs sitting at a desk outside an auditorium; the desk has a big "Security" sign. One of them says to a customer dog, "I'm sure you are who you say you are, but security regulations require that we sniff your butt."
Check the older dog's anal glands. Maybe they are really full and/or impacted. Just an idea to throw out there. Our older corgi gets full glands every once in a while and the other dogs are always sniffing her when this happens.
If you don't know how to do this ask your vet or a local groomer to show you. It's not very glamourous but easy (albeit smelly) to do.
wear gloves!
Another thought is a slight vaginitis or something along that line.
