I am in the market for a harness / vest / cape for SAR. We will be doing tracking and detector - so I am leaning towards a harness, there needs to be a place for identification. Any advice from the expierenced SAR handelers? What whould you suggest and where to get it?

Jake,
I use a full leather non-restrictive harness on my Bloodhound and I get those through one of my Master Trainers who gets them from an Amish community.
I also buy gear at http://www.signaturek9.com
He has great stuff at reasonable prices.
Are you looking for an all-in-one type of thing, or do you want a good harness and a vest you can put over it?
Dave at AuroraLites makes GREAT non restrictive harnesses with lights built in for night tracking. They are awesome. He also makes lighted collars as well.

These folks also sell a similar harness that they fit custom. They sewed reflective panels that say SCSARDA for me and sewed velcro on my uniform patches so I can stick on the side. I plan on buying some more stuff from them soon. ALSO...the owner is a member of a SAR team in NC!
