I don't think there is a better answer than "it depends on the dog". Both breeds when well bred have more than enough courage one isn't more courageous than the other.
Well I like Shepherds so much better.I don't know that malinois are pure anymore, I see many and they never look the same height, weight, head structure ect..
I would stick to a shepherd, but that is my preference! not a fact..

It really does depend on the dog. Geesh, you could throw in a few other breeds as well for all out courage and tenacity.

Good point about defining courage! I need a dog that will stand up (if needed) to a bear or mountain lion.
The point about defining courage reminds me of something that Mrs Kirschental (of Kirschental sheep-herding fame in Germany) once emailed me. She said her husband always thought that the typical Schutzhund-trained dog lacked the courage to take on an entire flock of sheep. Apparently her husband always maintained that if he let his entire flock of sheep out of a small gate with a Schutzhund-trained dog in front of the gate, that dog would bolt when hundreds of sheep were trying to get out of the gate. (I am not saying I agree with Mr Kirschental, just conveying what his wife had emailed me). He said you needed a special dog with courage to keep all the hundreds of sheep from rushing out of the kennel. (The Kirschentals are great people but that being said, personally, I don't think I will buy a dog from their kennel).
I think the dogs in these two videos below show great courage because they are taking on an animal several times their size:
