An adult dog is running through the house and nipping people?
What kind of obedience training has he had?
How old is he? How long have you had him?
Is he your first dog?
Does he get daily structured exercise (walks, training, fetch, etc.)?
He is 14 months old and has had 16 weeks of obedience training. I have sent him to his crate for periods of time, I have corrected him verbally, I have used dominate collar training practices, and now I have used Ed's E-collar ( after viewing Ed's video on how to use it correctly)and set it to high and nicked him with it....I hope that works.

I'm afraid that was 16 weeks of not-very-successful training.... I guess this was a class?
Why is your dog allowed to run through the house? 14 months is a bit too old for that. Your dog should learn that the house is for walking and the backyard is for running.
I believe Ed's advice would be (based on his videos!) Crate your dog 100% of the time he is not being DIRECTLY supervised. And when he's out of the crate, he's on his leash. Problem solved. He CAN'T run in the house. Soon (hopefully) he will get used to running only outside.
When he is in his crate, he should have a stuffed Kong or a chewie so he doesn't feel he's being punished.
Give him lots and lots and lots of free running exercise in the yard or park. A dog that size needs at least an hour of hard running per day.
My Lab is just being petted when he decides to become agressive towards the person touching him. He then starts running frantically through the house and nipping!
Are you saying to exercise my lab for only one hour a day and then he can be put in his crate for the rest of the day with a treat ball or something?
Also, I have a crate that he is in right now, but the xlarge crate seems to small. It is a pvc crate with metal sides for air. What type of indoor crate should we use?
