I have a k9 GS police dog and a ford explorer that he rides in. When the back hatch is open you can walk up and pet him he is that friendly.When the hatch is down or when i'm driving he goes nuts if he sees another dog,cow,horse or person. If i drive by a place where i have stopped before like the fire dept. He starts going nuts.Like barking and spinning around in my unit.How do i settle him down? Maybe with a E-Collar

Well i would probably go to these places and have someone approtch the vehical when the hatch is down and then you would open it up and then he would become friendly (right?) have the person pet him and give him a treat. then close the hatch and repeat. But yes the e-collar would work also but i think its always best to solve problems outside of correcting the dogs better fist then go to compulsion.
Sorry pet peeve of mine; but what else could it be besides a canine dog? Silly I know, my normal response when asked: is that a canine dog is; it would pretty much have to be, wouldn't it?

Yes, unless it was one of the new feline dogs. They are smaller, quieter, and cheaper.
I had a couple approach me while walking my GSD and say "Oh my God! He looks JUST like my neighbors police dog! Except his is a canine." I said that I couldn't afford the canine version and had to settle for the feline...maybe next time. She just looked at me weird. I wonder if she ever got it.

My question is, Is this an actual working LE K9 or did you adopt a retired K9 or is the dog just out of really good working lines that happen to be used in LE work?
IMO, I would crate this dog and not let him have the run of the back of the vehicle. It is safer for you as the driver, the dog, and people who walk by your rig.
Also, just my opinion, but if he is an LE K9, why are you allowing people to approach your unit and pet him?
