A local agency is considering putting on an SAR K9 team. I was asked if there is a standard type policy for use and deployment of such a team. Being as we don't have a dedicated SAR dog, I'm asking the forum members for help in locating a standing policy from any agency who has a SAR dog. Any civilian who works with law enforcement and has to follow their local police agency policy is welcome to contribute. The more the better. An email or PDF file would be much appreciated. Thanks
I cannot help with LE policies as I am on a SAR team and, to be honest, we have not really had any specific local LE policies with which to comply that I know about. Some comments that may help as you draft one:
The NIMS system and resource typing documents (as well as draft proposed training requirements) may be helpful to include in classifying resources and ensuring they meet certification requirements. I know we have ensured that our own certifications fall into the typing buckets and meet. We also require members to take the NIMS classes required by the state (at least 100 & 700)
Also, we stress to LE that we carry our own liability insurance which could also be important in working with civilians.

Any SAR Certs or schools would be helpfull as well. In Florida there is no state mandated certification for tracking, drugs and explosives, just accepted established minimum standards. I'm sure its the same for SAR.

I can PM you what our team requires as far as working with LE if you like. And I can also send your the MOU's that I have personally for LE in my county as well as other counties in the state.

We do internal certification testing and release our SOPs to any agency who requests them.
We strongly encourange certification through outside agencies - and if the NIMS training document is finalized, it may be requiered :
To certify with these agencies, the person must be "sponsored" by LE.
NAPWDA - area search, trailing, & (finally) cadaver
IPWDA - same (land and water cadaver are different tests)
NASAR - same (land and water cadaver are different tests)
NNDA - Cadaver (land and water)
USPCA - will not certify civilians
We also require that all team members complete an FBI Criminal Background Check. Some agencies have done NCIC checks for their own files but we keep the FBI checks on file as needed.
