There are several products on the market that help to clean the stains, and you can help by keeping some of the hair under the eyes clipped short.
There are chalks you can use to cover it up temporarily, but they will always be there.
The main thing is to keep the area clean and as dry as possible.
Petsmart or any other large pet supply store will have some products, but for the largest selection I would look for a company (even on the Internet) that sells a lot of show dog supplies.

When I used to groom show standard poodles, we just clipped the hair because none of the products made specifically to get rid of the stains actually did the job. Gently wiping the under eye area with a VERY mild peroxide solution might help. Make sure none gets in the eye. Many times just wiping the area with water twice a day makes a big difference on little dogs whose eyes are prone to getting goopy in the corners. This way the goop doesn't collect, sit and stain.
Jon, my daughter-in-law said the product used on their Maltese is Angel Eyes. You sprinkle it on the food. She said they started out using it everyday but didn't need to do that for the 3 months that's advised, because it worked so quickly. They now give it about 3 times a week or so.
They did try another product that was mentioned above, Eye Envy, but said it didn't work very well. They're very happy with Angel Eyes, said it works great. Here's the website and you can locate a retailer near you for purchase: http://www.angelseyesonline.com/
Ok, evidently my DIL ordered it through amazon.com. She said she couldn't find a retailer that carried it. I clicked on "Retailers" on their site thinking it was a store locater, but it wasn't. DIL said amazon.com was cheaper, not by much though.

Years ago when I rescued a senior Bichon, she had those stains on her white face. The stains were pinkish-orange.
It took me months to hit on what Sue said, but it worked.
