I have a 6 month old chihuahua who tucks her bottom down while she wags her tail and kind of drags herself on her bottom on the ground towards me everytime when she sees me. Sometimes she pees, too. She sleeps outside in her crate and while I have never treated her like a baby like most people do with this breed I have never hit her and have always treated her with respect. Is this fear or submission, should I do something to change her behaviour?
And another question, she likes to bark at my male GSD when I play with him (the GSD just ignores her). Why does she do that?
Her behavior is submissive. If you ignore that behavior and only pay attention to/or reward her for a non-grovel position you can get her over it.
She barks watching play because she is excited or frustrated and she would probably like to join in.
I agree with Debbie, ignore the behavior she exhibits of groveling and tail/but tucking and peeing. When you first let her out/come home/come into the room and she begins to exhibit the behavior don't look at her, don't talk to her, don't pet or touch her. Don't pay her any direct attention until she is back to a normal relaxed posture and behavior then calmly extend a hand to pet her or calmly greet her.
Barking at the GSD sounds like a playful attempt at getting his attention to play.
