I don't know over there but here in Finland it means that paper work on vaccinations have to be in order..if a vaccination is "out of date" then yes it needs to be boosted!!Sorry I guess that doesn't really awnser your question!

Rabies vaccinations are mandatory for resident dogs and visiting dogs in this country, and therefore most large dog events require documentation of same. I'm afraid I don't get why this would come as a surprise!
No surprise about the rabies, but in addition to rabies it also says vaccination certificate. My question really was do these dogs have to get parvo, distemper, etc. shots that are "up to date"?

I couldn't find that, just the requirement about rabies. Where did you find it? I agree, it's crazy to require more than rabies but then not stipulate what it is they are requiring!
