 GSD puppy pulling on leash

Hello all, first post...I have a 9 week old German Shepherd male puppy who has been awesome so far (seems like a lot longer than a week!). Still working on house breaking, which isn't as easy as I'd like since I live in a 20th floor condo, but he's coming along.
Anyways, in the last couple days, while on his leash, he has been particularly difficult - sitting down and not coming along, jumping and pulling back on it, whining, etc. I have watched the 8 weeks to 8 months DVD, and "pop" the leash repeatedly (sometimes pretty hard), with high praise mixed in when he starts to come, but it isn't working. Usually I just end up dragging him a short distance while he's pulling back, and we repeat. It typically happens when he sees another dog or something interesting, or wants to smell or taste something nearby.
If I crouch down into a squat, he immediately comes to me, but won't keep it up as I start walking.
Is this something he'll grow out of? Am I not correcting properly? Help!

Do you mean "sitting down and not coming along, jumping and pulling back on it, whining, etc." only when he wants to sniff, look, at something along the way?
Or all the time?

Overall, definitely not all the time, but the last couple days it has been a lot.
He wants to go that way and I want to go this way - how do I eliminate that option in his head?

I don't know if it matters in this case, but his sire and dam are both SchH3 GSDs and he has strong prey drive. I may like to eventually train him as a working dog.

Armin,
The time is now to start learning about inforcements. All POSITIVE.
If you don't know about marker training and shaping behavior, there are many many threads here as well as an e-book Ed has provided free of charge. Read them. Practice them.
Patience, it'll all work out.
And don't forget, the board is here for questions.
If my dog isn't learning, I'm doing something wrong.

That sounds good and I'll definitely check it out. In the meantime, what do I do when I take him out and he's constantly fighting me on the leash? Right there and then, what is the appropriate response or how do I have him come along without a correction?

Armin,
Is he fighting you because he doesn't want to go where you're going, or fighting you because he wants to go someplace he wants to go?
Hmmm, I guess where I'm headed with this is; is he afraid of where you're trying to take him?..... Consider it.
If my dog isn't learning, I'm doing something wrong.

In any case, marker and shaping work will address your issues.
And remember, he's just a baby. Give him the room and the consideration you would expect if you dropped into an unknown civilization, ignorant of their culture, no idea or why of their demands, or even an ingling their language. I wager you'd expect some slack from the powers that be.
Remember he has to learn EVERYTHING about where he finds himself. And what he learns...or not, comes from YOU.
Be mindful what you're teaching him each time the two of you are together.

This is just my opion on this issue, but, I would definately use food treats constantly while taking very short walks. Then sit and play with him for awhile before going anywhere else, then repeat this several times. Make sure he has time to just explore on a long lead, since you say you live in a 20th floor condo, make sure to find him a good place (not a dog park) where he can be a puppy and run and explore.
