Hi I'm posting for a friend. She has a shitzu that had puppies two weeks ago, everything went great. This morning mom is panting, stressed, digging at the couch (like she did when she was in labor) and just generally acting like she's in labor.
I told her to take her temp, she if she's eating and drinking and look for discharge. Waiting for her to call back...
She has an appointment with the vet but wonderig your opinions.

Probably too late now appointment wise but if your friends vet will not get a new nursing mom in the appointment schedule right away she needs to find a new vet.
