The intent is good, but with the way it is currently written someone with 10 intact dogs would be forbidden to crate their dog for any length of time.

Alyssa, I read the bill but don't see the crate restriction you mention. Unless you mean crating for over 24 hours at a time.

It doesn't say crate.
Any person who owns, possesses, controls, or otherwise has
19 charge or custody of more than ten dogs with intact sexual organs over
20 the age of four months must:
21 (a) Provide space to allow each dog to turn about freely, to stand,
22 sit, and lie down. The dog must be able to lie down while fully
23 extended without the dog's head, tail, legs, face, or feet touching any
24 side of an enclosure and without touching any other dog in the
25 enclosure when all dogs are lying down simultaneously.
I don't know about your crate, but my dog would certainly be touching the sides and back of her crate if she stretched out fully.
If it gave a time limit, for example, that a dog may not be kept in an enclosure smaller than those specified dimensions for more than 6 hours a day (as an example), I would agree.
But no time limit is given.
Additionally, they mandate that anyone with 10 or more intact dogs (over the age of four months) must take their intact males and females to the vet yearly.
We don't even mandate doctors visits for kids, but we're going to for dogs?
I have to pay to have my perfectly healthy dog taken to the vet, yearly?
Not to mention, the area the dogs are housed in may never get below 50 degrees nor above 80 degrees.
I guess that means that you cannot kennel your dogs outdoors if you have more than 10 intact dogs over four months old.
Hell, my own home frequently gets above 80 degrees at the height of summer.

I aggree Alyssa, and these bother me a bit too.
This section does not apply to the following:
(a) A publicly operated animal control facility or animal shelter;
(b) A private, charitable not-for-profit humane society or animal
10 adoption organization;
(c) A veterinary facility;
(d) A retail pet store;
(e) A research institution;
(f) A boarding facility; or
(g) A grooming facility.
Other than the HUGE cost these organizations will have to put out to renovate/retrofit their existing facilities, why would they not also have to maintain the same standards of keeping. The vet, grooming and retail, I can understand, as these are usually very short term situations, but we have dogs at the Humane Society that have been there for a year or more.
Good for the goose...
I think the bill has very good intentions, but is off track and more enforcement and less new legislation is needed.

How many dogs in a sled team?
Those are usually unaltered, right?
Makes it kinda hard to get their coats thick and their cold weather tolerance up, if they can't ever be below 50 degrees.
Not to mention, the little transport trailers would be illegal, since the boxes are very small.

Keep in mind this is reactionary legislation due to the puppy mill seizures in Skagit and Snohomish county. However because tempers are still flairing over that mess there is a vague possibility it may pass.

They need to pass a bill stating "No Puppy Mills" and be done with instead of going around it. That is the best thing they can do for those poor dogs.

Anna,
While you and I may know a "puppy mill" when we see one, unless there is a legal definition it would be hard to enforce and would not give legitimate breeders any kind of guidance as to what they need to do to be compliant with the law.
Has anyone looked at the amendment(s) to this bill? Any comments?
