Vets in my area are all money grubbing and not interested in giving advise until I spend a 100 bucks or so. The family I'm helping can't afford hardly anything right now. Any helpful advise would be appreciated.

They need a vet. For one thing, they may need IV fluid support. Hydration is crucial.
This is not something that we can advise you on, as Alyssa says. They need a vet. If the owners are breeding without the wherewithal to provide vet care for the mother and the litter, they may have to ask for financial help. Immediately.
I feel terrible for them and I commend you for trying to help them, but I think that your next step must be to get them vet care.
Thanks for your guys help but a vet isn't going to happen. They are irresponsible dog owners and the female got preg. I'm simply trying to help the dog. I know it's parvo from the symptoms and the fact that there other dog just got it they spent the last of there savings on the vet bill 1600.00 for basically 2 days of IV fluids, I'm just wondering if anyone had some helpful advise on how to handle the situation there are enough breeders on this board i was hoping that someone may have had this experience before.

The local ASPCA will probably help. I'd call immediately, explaining that there have been substantial medical bills and that they were paid. They are going to take as dim a view as all of us of people who breed without being able to provide proper care, but I think that they will try to help.
The IV fluid support is often the difference between making it and not.
