They came to our PD and taped some training footage. They added in the "Get that guy", "Stand still!!" and "Out!" and made it look like I said it then. I'm not sure why.

I realize that the "dog him or kill him" part is ridiculous. That was cut from some interview footage. I didn't just spit that out,out of the blue, although my partners here are STILL ribbing me about that.
"Dog the building" "Dog the car" etc. have become slang here thanks to that.
I know the OP personally, and can confirm this is the real deal, (the incident....not the language). I remember when the incident happened and the live news footage. RIP Drigon.
Yeah, it does look unreal. The suspect had committed several armed robberies. His jacket was stuffed with a large amount of money. The reason it looks like he is presenting his arm is because he is actually trying to hold on to his money and the Tazer that is stuffed in his jacket.
Plus, he's wearing a black hoodie- almost exactly like the one we use in training (minus the removeable arms, oh wait...) Could it get any easier?
