Yup, I've seen it too. If you look at the other videos of that dog you can clearly see that there is something neurological going on. The dog really looks distressed in them. Possible epilepsy.
This video has been kicking around the various dog boards and the owners of this dog still just find it hilarious and refuse to acknowledge that their dog appears to need veterinary care. (Despite many vets viewing this and agreeing the dog is seizing.)
As I recall, the opinion of one Veterinarian the reviewed the video was that the dog suffered from a sleep problem that essentially prevented the sleep paralysis that all mammals normally experience.
The opinion of this Veterinarian is that the dog IS sleeping, and IS having a dream, but that his brain is not inhibiting the nerve impulses in the normal manner, causing him to behave as shown in the video. His opinion was that it did appear to a seizure on first viewing, but on repeated viewings his opinion was that the dog suffers a non-life-threatening sleep disorder.

Yes, that was one of several vet opinions.
When I emailed the person who filmed the video, I was told that I was "silly" for suggesting a vet work-up, and my comment on YouTube was deleted.
