My 12 week old working line male GSD had his first Vet visit.Vet states his weight is perfect. I feed a commercial raw food diet of ground whole animal either bison, chicken, beef, or turkey supplemented with tripe/ organ meat/fruit and veg mix. Made in Canada with no hormones or anti biotics ect.I also follow the Lerburg supplements too. He states that I should feed a Development formula made by Royal Canin that only vets sell. The reason is that he feels that this food is perfectly balanced and that puppy has only one chance to develop his skeleton ect. He is a friend so I know that this is not a sales driven pitch. However, the first ingredient in the kibble is chicken meal and second ingredient brewers rice then oat flower???
All my research points to raw. Is there any harm/benefit in giving him a evening meal of this dry kibble just to be on the safe side? I feed three times a day so his system will have 12 hours before breakfast when he gets his usual raw food.

No benefit at all. What commercial raw diet are you feeding? What makes the vet believe that it is not balanced?
He is correct about puppies needing the correct calcium-phosphorous ratio to form/grow his skeleton and teeth. However, Royal Canin (whether it's sold by vets or called Development or anything else) cannot be "more" balanced than balanced.
Brewers' rice and oat flour - you have homed in on exactly the part of the package you should home in on and you are asking exactly the right questions. How can a by-product of the liquor manufacturing industry possibly be required (or beneficial) in creating "perfect" balance for a dog food?
Don't get me wrong: I am not casual about raw feeding. I agree 100% that there are a couple of simple but crucial rules to follow. They don't involve brewers' rice or oat flour, though.
If every vet recommended dog food is "complete and balanced", and there are several that are vet recommended, then why are the formulas all completely different?
Different ingredients. Different nutrient and mineral amounts. Different "New and Improved Formula" than last year.
They are all different, yet all make the same claim.
Even if I fed kibble again, I would never think to stay with one food forever. Variety applies to all foods. Raw, home-cooked, kibble, canned.
