Are these people coming to the US or people going from the US elsewhere?
Each country is a little different on who they'll deny entry to (or products they'll deny entry). I've had little issue with most of my meds on the Canadian border going both ways but I just carry a Doctor's note to cover my bases.
You can always call US Border patrol and ask. So long as there is no criminal history associated with that mental illness I doubt there would be trouble.
OK Jenn, here's what I found. This is not specifically for Canadian citizens (who don't typically need a visa or have to participate in the VWP), but I would imagine that it applies at land border crossings as well. Ineligibilities (under 'health-related grounds' )

Holy Cow! I just read more about the waiver, and it's very expensive to file. $545.00
Not a great option...
Maybe contact the US consulate to discuss if a waiver is really necessary for the particular circumstance?
Questioning about work, they disclose they are off work for health reasons, they're asked what health reasons.

I do not have an answer to your original question, but nobody is required to answer the question "What health reasons?" to enter the USA (I don't know about going into Canada or Mexico.)
If a Border Patrol Agent were to ask me that, my reply would be "Sir, my health issues are none of your business."
If he (or she) denies you entry into the US after that answer, bring a lawsuit as fast as you possibly can. Your health is a private matter between you and your doctor (certain contagious diseases complicate things, but that's another discussion.)
