Kai (our problem child) is doing a lot better on his aggression/dominance towards our aussie mix. We've switched him from a prong collar which seemed to over stimulate him to a dominate dog collar. Both dogs are kept crated when no ones home and he is muzzled when they are out together with a drag line. Our eldest dogo has passed away which has seemed to changed the dynamics a lot. Both dogs are now being exercised twice daily and OB worked 4 times a week. We've also switched to feeding raw and his allergies have cleared up and don't have any more excessive paw licking. Thanks again to everyone who offered advice.

Now if only I can figure out why the aussie licks the wall.
