I was wondering if anyone knows a good Cinch-It type collar for a dog neck around 10". Unfortunately I have not found Cinch-Its in a size small. It sounds like the collars the receivers come with aren't adjustable enough.

Sadly there is no small cinch it yet. I'm waiting for one for a dog who is a collar chewer of the worst caliber.
You might try a cheap old style flat collar, with the buckle instead of a quick release. You can punch a hole in one with a hot nail in a pinch for a good fit.
Also you should not be using an e collar on a dog under 8lbs. It's been known to cause some health issues on tiny dogs.
