Cesar Millan says in his book that the dogs belonging to the homeless are among the most well balanced and content, still breaks my heart when I see them on the streets in extreme weather, a lot of well meaning kind hearted people buy the dogs food and treats, but here in the UK people on welfare benefit get extra allowance if they have a dog, so the dog lover in me is happy if they look well cared for,but the human indifferent person in me is occasionally sceptical. It is a very poignant picture though.
I have to say I get a bit miffed when people get a dog and can't afford one. The picture is touching....but really a dog is a luxury item and deserves to be well cared for. I have a close relative who coudn't afford to put their dog down and it suffered. Then they went and adopted another one making their grand total 3! Always crying poor and hinting for money they are, but keep getting pets. If you can't afford a pet you shouldn't have one, just my humble opinion.
I tend to agree with you, I took the dogs on, I provide good food, plenty of exercise, training, stimulation and unconditional love, I have made every decision in my life with dogs at the top of the agenda, and I will go without if need be to fulfil my commitment to them, and that includes food, (typo) for me, I am sure I sound harsh and uncaring, but the dogs are the first and only priority for me.
as to the picture, I would say both the "owner" and dog were adrift and happen to find each other. The Right wing conservative in me believes that this guys homelessness is a self inflicted injury but it still pains me to see someone like this and wish I could help.
That is my impression of many of the homeless I see that have dogs or cats with them.
Usually it is a stray and they end up sharing food and whatever shelter they can find.
I work downtown in our mid sized city, about three blocks from the homeless shelter, and near many churches that serve meals and have food banks, so I see quite a few of the cities homeless with their animals. To be honest the dogs seem to be in pretty ok shape.
It is a bad situation for both person and animal, but maybe it some of that load is relieved by their companionship.
