he is almost 9 months. still runs from the little shittin cocker bitch next door.
most recently last weekend,he was on his run and she comes yapin over and he just wants to play she growls with an aggressive posture, he runs other way.
i think i heard between 12-18 months he may begin to assert himself? also is the fact that the other dog is a bitch have an effect?

It's not about size. It has more to do with age, gender, and attitude. It's pretty normal to see an older female of any size have enough brass to be top dog over any 9 month old male, regardless of breed or size. I wouldn't worry about it. As a matter of fact, I think it's a good thing that he's not challenging her. The only thing I would be concerned about is if she seems overly aggressive. I wouldn't allow them to interact. If she responds to a normal play posture with aggression, then she's not the greatest bitch to be exposing your dog to. Find some other dogs who know the "rules" of doggy social interaction. It's much better for your pup to learn proper canine body language and signals, than to learn bad habits.
You probably want to keep your puppy away from any grown dog weather its a Cocker or not. Even though your puppy may tower over the Cocker, its a mature dog with at least dog fighting aggression, remember its not the size of the dog, its the size of the fight in the dog. She just trying to set a pecking order. Because if she trying to fight him she would have grabbed hold already.
This can affect your puppy for life until he (as adult dog) turns by mistake and snaps the Cocker into. Or he will always be afriad/upset with her and maybe other Cockers. You need to get between the Cocker and your puppy and send it away. I don't thing the Cocker being a bitch (female dog) has anything to do with it yet, except that she is (you know what I mean). Contact its owner and then you intervene.

Just kidding, let this pup mature, 9 months old is still young. Why would you want your pup to confront this cocker anyhow?? Just asking. I don't want either of my dogs to confront other dogs
