Not 100% sure but from what I've read both parents have to be AKC registered to register puppies. Are the parents registered anywhere else? UKC or whatever??
No, if the parents are not AKC registered, then it does not matter if you have DNA proving parentage. AKC won't accept UKC papers either.
However, if the parents are registered with an acceptable foreign registry, they could potentially be registered with the AKC and then paperwork for registration could be submitted for the litter that Xena was born in. See here:
With that said, what is the reason you want to register her? If you want to do performance events all you need to do is spay her and fill out an ILP (Indefinate Listing Privilege) application and she should easily pass get that. This will allow you to compete in every event GSDs are allowed in that does not require an intact dog. Other than conformation I do not know of any that require an intact animal. One of the reasons that altering is required for ILP registration is because they don't want people breeding a dog with *any* sort of AKC registration that has unknown parentage - which is what they consider a dog to be that does not meet one of their avenues of registration. It is certainly your right not to alter Xena. Good, bad or indifferent, the AKC does not care if your family has a moral opposition to altering dogs. If the dog does not meet one of their requirements for regular or conditional registration, they are not going to issue papers that do not require altering.
With that said, if you knew you felt strongly on that issue and you wanted the ability to do AKC events, you should have done better research as to the likelihood of AKC registration prior to acquiring a dog from parents with no AKC papers.

It's to cut down on the surplus animal issue that is prevalent in the US. Yup, I know that owner responsibility works too, but so many folks just aren't responsible with their dogs.
If you wanted to compete in AKC event with an unaltered dog, you should have started with a dog you could do so Now your choice is alter your dog or skip AKC events.
There are other performance venues besides AKC. And many of them do not require that your dog be altered. You can run NADAC or USDAA agility with an unregistered intact dog. You can run NAFA flyball with an intact dog. You can get a schutzhund BH on your dog intact dog.

While it's true that spaying/neutering is more common in the U.S than other countries, you still, of course, have the choice to not do that. But if you are not familiar with a condition called pyometra, please read up on it. It is a very serious infection of the uterus, and it is usually a life-threatening emergency. If you ever notice a thick, reddish discharge (aside from what's normal during heat cycles, of course), get her to the vet ASAP. I believe it's uncommon in young females, but they become more susceptible as they get older.
I speak from experience. I had a seven-year-old female who got it, and thankfully we were able to save her. But it took the life of my favorite childhood dog. Also, I'm pretty sure there is a statistically higher incidence of breast cancer in unspayed females.
