I think he may have dry skin. This could be because where we have the kennel located in the house. I have him right next to a AC vent to keep him cool because his kennel is next to our very large front room picture window. I put the X pen's cardboard box in front of his kennel to shield him but he also has the blinds that work very well.. I'm wondering if food is the issue or the above but I really do think he has dry skin.
He has been removing fur itching at it. Not a lot of fur but I'm starting to see skin and I want to catch this before it gets worse. There's a small scab about the size of one of his nipples and no it's not one of his nipples LOL...
I can't go to the vet right now we had our car break down funds are tight. What can I do to help fix this?
He's been on Advantix II since I got him. We aren't getting ate up with flees and I haven't seen any. I'm with him almost 24/7 and trust me I know his body. He will let me touch every part of him.
The fleas and ticks don't know that he is on a preventative.
The preventative protects the dog from flea and tick INFESTATIONS. It doesn't make them immune from being bitten. They can still be bitten by fleas and ticks while on a flea and tick preventative.
For a dog with flea allergy, it only takes one bite to set them off on an itching spree.

where on his body is the spot?
"Dry skin" wouldn't present as a single spot like this--it would be a more widespread flakiness. Do you see flakes, like dandruff?
Are his ears itchy or cruddy? How about his face? How about his feet?
It is almost assuredly NOT a food issue. That would be the last thing on the list, IMO, to look at. It sounds like an insect bite. If it were an allergic issue (I'm not saying it is), it would be much more likely to be an environmental trigger--mold, dust mites, pollen--than a food.
If you're 100% sure it's not a flea reaction, then start with the simplest remedy: treat the spot with a topical anti-itch medicine like Benadryl lotion. This will give it a chance to heal because he'll quit scratching it. If that cures it, then it doesn't matter what it was.
