At the practice where I worked, we always vaccinated in the third year-before the protection runs out, legally.
Rabies is endemic in our state. Common (15 cases in domestic animals, mainly cattle, since Jan 1 2011).
In our state, a dog who breaks the skin is dead and his head off to the U for flourescent antibody screening, the rabies test, unless he has the vaccine <3 yrs ago. These days, I think this is only for "unprovoked" bites, but back in the day, it was any skin break, and the owner had to pay all costs, which could be considerable. I always thought the client was sort of trusting you to prevent this from happening to their dog by keeping a high level of protection on board.
Not arguing any position, just stating the other side of the coin.

Betty, how a dog overdue for a rabies booster is treated if it bites someone or tangles with a rabid animal differs by state. Some states (like Maine) will euthanize the dog & send the head off for testing, others with less Draconian laws will enforce a quarantine to see if the animal displays any symptoms of rabies.

Perhaps the power of your Rabies Challenge Fund could be directed toward the development of an in office snap test for rabies titer. This gives vets something they can charge for, guarantees protection, and gets pets in the clinic so that early random problems can be detected heading off future suffering.
Until the price of titer test=price of rabies vaccine vets in areas where rabies is endemic are going to continue to send reminders for vaccines at 2.5 yrs where the legal protection expires at the 3 yr mark.
In places where homes and farms are surrounded by woodland, and ghastly climate forces skunks, coons etc. toward buildings seeking shelter, the rabies threat is real, even in suburbia. IMO a cheap titer test is the answer.

As part of the studies the RCF is funding, Dr. Ronald Schultz intends to establish a rabies titer standard for canines. We're nearing the end of the 4th year of the studies, & the first "challenge" will come at the end of the 5th.
