I checked both the USA and DVG websites and can't find anything about any change in the BH rules.
Since I'm training a dog for the BH right now I also would be very interested to hear if anything official has been said about changes in this title, and if so who instituted the rule change.
if this is what I'm thinking it is, then it's probably in reference to the SV making anyone that hasn't titled a dog before have to take a test. I've heard it's 30questions out of a possible 150, I've asked around and noone has given a definite answer if the USA will implement the same rule.
IN the SouthEastern Web Site for USA there is refrence to a change and to get ready, but I do not know nor does it say what the change is going to be. I will inquire.
According to the Message from the Director of Judges 3/11/02 USA has enacted the 15 month rule, but not the "testing" YET. This message also gives you a bit more information on what the questions could cover (at least for those trialing in Germany).
So would it be a good or bad thing if USA adopted the German requirement that part of passing the BH is that the handler must also pass a written exam on dog ownership?
One arguement would be "yes", it would help newcomers understand more about their animal and require a more in-depth committment. And set a standard for owning a dog in our society.
Another arguement I've read would be "no", it would discourage newcomers and perhaps keep clubs from accepting the inexperienced. And in a free society who has the right to decide what is best way to own a dog.
Who cares, I don't think that it will discourage anybody. I don't know any new, or old, handlers/trainers that don't already suck up dog info like vacuums. I am sure that the test won't be that tough. Not a big deal. You also don't have to believe everything that's in the test, you just have to know it.
My more serious concern is that 12 to 15 month crap. What's that all about?
