The dog could have been pepper sprayed, tazzed, kicked and beaten with a baton. Anything would have been better than death.

Pepper spray and stun guns? Then what when the dog recovers? He had tried getting the dog away with his baton.... This looks like a high traffic area. Paramedics were standing by to treat and transport the guy if I understood the story correctly. I would imagine the trunk of a squad car has limited space with everything they have to carry all ready and it is a department type policy based on what they will have the most need to use.
