When my best friend and I wanted to 'rent-a-dog', we went to the local shelter and volunteered our time on the weekends.
It's good that she's donating her money, but I would do my best to try and get folks involved in rescue and volunteering as well. Not going to approach that she feels like her dog is safe with any stranger with a $5 bill.. "“I lied, I said I have a tracking device on him,” she said."

How does she know what a total stranger is going to be doing with the dog?!
Would anyone here rent out their own dog to a total stranger?
If they have the dog for 20 mins they could be miles away. The tracking collar can be taken off. At best it may help he find her dead dog.

It's like Bob said, how does she know what is being done to her dog when he's out of her sight? What happens if he gets injured?
I bet she'd stop renting out her dog if she knew he was being abused around the corner. I hope she sees how dumb that idea is before it's too late.

"parents rent the dog out for their kids..." Real smart. A college girl with no children allowing inexperienced people to rent a dog for their kids to possibly terrorize and provoke while she isn't even present. I bet she'll wish she kept the money when someone comes back claiming they got bit, or when they don't realize the danger other dogs can be.
