As far as I know, it is. My dog wore it this weekend when we were at the lake, and she swam more than she had her feet on dry land with no problems. If you're worried that it will accidentally go off, mine didn't, but it did work when I pressed the button. And it works now, too.

Ecollars were originally invented for retrievers who were in the water all day long. So all of the major manufacturers make sure that the collars (the part the dog wears) are all waterproof.
They're OK for rain or even submersion.
Some people say to lower the stim level a touch due to the increased conductivity of the dogs' skin when wet.

Thanks Lou, I was just worried that maybe the 'pet' models might not be as good, and my dog swims alot. She's also sensitive to the lowest levels. Having it missfire in the water would be a disaster. Just making sure.

Something to think about... After the dog is wet, the collar's contact is usually much better on the dog's skin. You might need to adjust your levels to avoid over stimulating your dog.
