This wee girl was my friends dog when my friend was growing up.
When she first described her, without me seeing a photo, I was thinking Shiba Inu ,maybe crossed with a Golden, now I'm thinking Rough Collie or Border Collie and Golden cross!
The large patch on her side was the fur growing back after an op.
Her name was Penny, and she joined her ancestors a few years go, but my friend is interested in what her breed/s were!
Apparently her tongue was black which made me think Chow, but I really don't know

Looks a typical CHOW-mix of some sort to me, Tracey I don't see ANY Shiba Inu there, or Golden Retriever either ... Maybe crossed with a Finnish Spitz, who knows ???

The first thing that came to my mind was Finnish Spitz. She has very spitz-like ears and head shape. Hard to tell from the photo, but she appears to have a soft, sort of wavy coat, similar to a golden retriever. I also wouldn't rule out a bit of chow, especially if the tongue was black.

When I was growing up, "spitz" was a common generic term used to describe any number of mixed-breed dogs of northern descent, with the prick ears and tail curled over the back. They came in quite a size range. How big was your friend's dog? Did she carry her tail curled up or more straight out?
Your friend's dog was pretty, whatever her ancestry was. I still have a tremendous appreciation for a sensible, well-mannered, and healthy mixed breed dog like so many of us grew up with.
Anyway, I'll go out on a limb and say Finnish Spitz/Golden Retriver mix.

A dog that looked like that in the local shelter would probably be labelled a shep/chow mix.

Spitz type ears, chow type wide muzzle, Golden Retriever type color and coat.
Numerous dogs can have black on their tongue including more then a few GSDs I've seen.
If it has a LOT of black then I would say Chow for sure.....or maybe Sharpei....or...
I say either a Curbstone Sitter or a Heinz 57.

Apparently, she carried her tail curled on her back, I think that and the red coat made me think Shiba, but now so many of you said Spitz, I see what you mean!
We have a little white Japanese Spitz in the extended family, but because she looks like a small polar bear with a pointed nose, I never thought about that breed looking at Penny!
I knew you chaps would come up with some answers - thank you

I think the dog's muzzle is a bit to thick for it to be a Finish Spitz.
I believe the Spitz name, common in my day is now called the American Eskimo and is bred in three different sizes.
The fine muzzle doesn't eliminate a cross but rare breeds are just that and a cross would be even rarer IMHO.
One of the Chow colors is a cream color, not to far off the picture of the mystery dog.

When I was a kid, our first family dog was a mixed-breed pup that my dad was told was a collie x spitz cross. Thinking back on her now, due to her size, I believe the collie part was more likely Shetland sheepdog. Even then, like most mixed-breed dogs, she probably had multiple breeds in the mix and was unlikely to be a cross of two purebreds.
I know purebred crosses happen (and nowadays, they happen more and more deliberately to make expensive designer breeds!) but I think most mixed breeds are Heinz 57s. It's interesting that they do often end up looking very much like certain breeds, and I always find it fun to play "guess the breed."

I think there are lots of "mixed breed" dogs that have never had a "pure breed" ancestor ever--all the way back. They are just mixes of mixes of different "types" of dog.
Purebred-ness is a fairly recent (and entirely human-defined) phenomenon.
One of mine (Chip) has a Lab-like coat and color, and Daschund-ish legs. But I doubt very much if he has any dog on his family tree that was ever a registered purebred Lab or Daschund. Just mutts with those characteristics.
The natural state of dogs is Mutt. They are only "purebred" when humans segregate and distill a subset of the gene pool. Not every dog has an ancestor who participated in that experiment.
