There are many trainers that are not law enforcement, for almost every type of police service dog. The biggest obstacle, but surmountable, is having the necessary explosives to train the dog. Businesses that provide explosives searches to private industry have been around for years, many have sprung out of the woodwork since 9/11. My sense is to start that you would need the assets to establish a training program, promote and advertise the product or services you wish to sell. An experienced trainer or trainers that can produce a good product for providing the service or for sale to other agencies. However, from what I've seen on many occasions, that apparently is not requisite.
