Runts of any breed can develop and grow to become as large or even sometimes larger than their litter mates depending upon the care and nutrition provided to them from birth and during their growing years.
Usually if the parents have healthy hips; the offspring's odds of acceptable status are fairly good. The breeder should readily produce proof that the dam/sire have been xrayed and certified as to hip status/health. It is then your responsiblility to provide the proper nutrition, excersize and veterinary checks/xrays at the appropriate times to monitor the pup's frame/hip health. Baring unforeseen circumstances of health issues/accidents-trauma; the runts ability to learn and/or perform to your expectations depends largely upon the sire/dam's and past generations' proven abilities and the educator who provides the training.
