Andre do you mean the actual Tip covers? or the prong collar covers? They make a nylon cover so that the public does not know you are using one. I guess if you get harrassed you can justify it.
The tips are supposed to lessen the severity, but I doubt they do much for that. The cheaper quality collars are rough on the edges and in that case they may help out.
