In Maryland they want to pass a law that would allow a surgical proceedure for debarking your dog, and in California they want to pass a law that would not allow your dog to be used to track animals. This would include your prize bitch or stud, in the unlikely event that he or she became lost (or stolen, then recovered by the city). You have a right to a hearing on the subject, which you'll probably lose, given the autocratic nature of the People's Republic of Chicago.
BTW, the ordinance also classes as a "dangerous animal" any dog "used by a commercial venture to guard public or private property". This would presumably include your Schutzhund dog if on the premises of your business.
