I have a question. I have 2 female German Shepherds. One is an American GSD and the other and GSD Working line. They seem to like to lick each other in the mouth. It almost looks like they are cleaning each others teeth. Has anyone else seen this? I was just curious.

Maybe when I was not looking the sneaked a peek at MTV. I did not realize it was a submissive act. That shocks me because it is usually my working line licking my American GSD. When in all reality my Working line GSD can kick the shit out of American GSD. She is much stronger and always pushers her around.

I've observed the same thing. In fact, I don't think I've ever observed my submissive dog doing the licking. I'm sure submissiveness plays a role- especially when meeting unfamiliar dogs- but, I think the dynamics are different with dogs of the same household and the behavior may be something different from a submissive gesture.
Could also be that you are misreading the relationship between them. Dominant dogs rarely lick a subordinate's mouth; however, roles can temporarily change based on the context (i.e., in the house, the house dog gets respect from the one that normally would be his superior).
It could be. My American GSD was here first we had her since she was a puppy. My Working line GSD was a rescue dog that we adopted. She is about the same weight but much stronger and knows how to move my other dog in to the walls.
